Aggressive client

Aggressive clients are those who request a file too often.
The banning decision is on the remote client side, but should be determined as follows:
- Any client requesting a file more than once in ten minutes should be banned.
- Any client pausing and resuming too often, since it results in file requests.
- Restarting the client every two minutes, since it results in file requests.
Leechers and bad guys are sometimes also called aggressive clients.
