When a file download has been stopped or paused, the download can continue at any moment by setting it to be resumed.

When a stopped file is resumed, the client will search for sources and enter the queue in those sources, to eventually begin downloading from the exact same point as it was when it was stopped.

When a paused file is resumed, since sources weren't dropped, it will just request those sources for the file to know where the request is on the remote client's upload queue and, eventually, continue downloading from the very exact same point as it was when the file was paused.
