1. Is it possible to see all rejected connection due to ipfilter.dat (eg in a log file)?

hmmm, surely not on non-debug aMule. Maybe you can have those reported on --enable-debug aMule + verbose output enabled

2. Is there an easy way of testing the ipfilter.dat file: example add an ip address and then open a tcp socket on amule from this ip address? If yes how can you test it?

No, sorry, there's no easy way I can think of :-(
